How can the Crown Commercial Service deliver a framework agreement that enables the Wider Public Sector to improve the efficiency and delivery of back-office services, to deliver savings, and support economic growth?

A new Payroll, Human Resources (HR) and Finance Services agreement is being considered to replace the existing agreement RM887 ( which is due to expire on 1 December 2015.

The aim is to continue supporting HM Government’s Next Generation Shared Services Strategy ( and provide effective solutions for requirements not covered by existing arrangements and targeted at the smaller to medium sized organisations across the public sector.

It is envisaged that a spectrum of services will be required to meet the diverse range of customer requirements and differing rates of adoption, requiring the services to be available separately or integrated. It is envisaged that a range of suppliers and services will be required to meet these distinct requirements.

We are inviting industry as part of our market engagement and consultation, to test the assumptions behind the above proposed services, and help us determine the possible shape and optimal structure to achieve the best outcomes for the public sector and tax-payers.
